The House of Representatives has in exercise of its constitutional mandate, passed the 2025 Appropriation Bill, totaling N54,990,165,355,396 Trillion Naira, for the year ending 31st December, 2025.
The passage of the ‘Appropriation Bill, 2025,’ followed a comprehensive review and consideration of the report presented by Rep. Abubakar Kabir Abubakar (APC, Kano), Chairman of the House Committee on Appropriations, at Thursday’s plenary.
This was done after a thorough evaluation by the Joint House and Senate Committee on Appropriations, as well as a Public Hearing on Thursday, January 16, 2025 to receive inputs from Ministries, Departments, Agencies (MDAs), Civil society organisations, Captains of Industries, Development Partners, etc.
Speaker Abbas Tajudeen, PhD, GCON, who presided over the plenary and also chaired the House Committee of Supply, led Honourable Members in a detailed examination of the crucial financial details and allocations. A critical step in finalising the national budget for the 2025 fiscal year, ahead of its passage by the Green Chamber. The highlights of the passed Appropriation Bill include:
– Statutory Transfers: N3,645,761,358,925
– Debt Service: N14,317,142,689,548
– Recurrent (Non-Debt) Expenditure: N13,064,009,682,673
– Contribution to the Development Fund for Capital Expenditure: N23,963,251,624,250
The thirteen clauses of the bill considered, approved, and passed by the House include:
– Issue and appropriation of N54,990,165,355,396 from the Consolidated Revenue Fund of the Federation for 2025
– First schedule, Release of funds from the Consolidated Revenue, Virement, and Corrigendum
– Other key clauses include Excess Revenue, Authorisation, Information on funds releases, Due process certification, Information on internally generated revenue, domestic and foreign assistance, and Power of Nigerian Embassies and Missions.
The House had in a five-hour session on Thursday, December 20, 2025 held an extensive debate on the general principles of the Appropriation Bill. A day after the bill was laid by President Bola Ahmed Tinubu, GCFR, before a Joint Session of the National Assembly.
Addressing both the Senate and House of Representatives, the President remarked that the 2025 Budget Proposal, titled “Budget of Restoration: Securing Peace, Rebuilding Prosperity”, reflects his administration’s roadmap to secure peace, foster prosperity, and lay the foundation for a brighter future for Nigeria.
It is noteworthy that President Tinubu had on 3rd February, 2025, written to the House of Representatives communicating an increase in the budget estimate of ₦49.7 trillion previously submitted, to ₦54.2 trillion, citing additional revenues generated by key government agencies.
The 2025 Appropriation Bill passed by the House is 91.04% higher than the 2024 N28,777,404,073,861 estimate approved by the Green Chamber.
In July 2024, the National Assembly also considered and approved a request from the Executive for a fresh injection of N6.2 trillion in supplementary appropriation into the N28.7 trillion 2024 budget.
As stipulated in Section 80 (3) of the Constitution of the Federal Republic of Nigeria, 1999 (As Amended), specifies that “no moneys shall be withdrawn from any public fund of the Federation, other than the Consolidated Revenue Fund of the Federation, unless the withdrawal has been authorised by an Act of the National Assembly” or in the manner prescribed by the National Assembly (Section 80 (4).
This passage is a testament to the House of Representatives’ commitment to its constitutional duty of ensuring transparent financial management, effective oversight, and accountable governance. It underscores the importance of the budgetary process in shaping Nigeria’s economic future and provides a platform for addressing the country’s developmental challenges.
